Platform administrator panel and regulation monitor

Zaksio now has a separate panel for platform staff. It has its own identity and sessions, separate from customer accounts, and login takes place on a separate domain, with two-factor authentication support (the super-administrator enables the requirement to use it).

What was added

• Staff roles (super-administrator, operator, billing, regulations), re-confirmation of identity (by password or 2FA code) before sensitive actions, and an immutable activity log.
• Regulation monitor: once a day it checks the Journal of Laws (the Sejm ELI API and RSS feeds), filters acts by keywords and analyses them with a language model.
• Versioned regulatory values (e.g. payroll parameters for a given year, VAT and ZUS deadlines) in a cycle: proposal, administrator approval, application in the system without a deployment.
• A catalogue of plans and prices managed from the panel, a list of organisations, and licence changes with a stated reason.
